You should replace your toothbrush after three months. Manual toothbrushes become worn out after about 3 months and are not as effective as they once were.

The battery seems not to have enough power for it the toothbrush to operate normally.

There is such a thing as new batteries, however, many or most electric toothbrushes do not have any way to replace those batteries, they are made to throw away once the batteries die.
If you can get it apart, you would see that, but you might have to break it to take it apart. Also, there is not much guarantee that replacement batteries are available.
