Acrylic paints are often used by people who can't or who don't want to wait a long time for their paint to dry while creating their masterpiece.

Another alternative for people who would like their paintings to dry faster than oil paintings, but perhaps just a bit slower than acrylics, is to use water based oils. They have come a long way from their beginings and feel like oils when I am brushing on the paint or using a pallette knife. I am able to get texture, too.

SOURCE: The wainscoat in our bathroom was painted with oil

All that is needed is to lightly sand and remove the dust. The issue comes when you try to put oil over latex. Oil is brittle and has problem sticking to waterbased products that have greater flexibility.
If you want to skip the sanding, you can use a adhesion promoting primer like Bullseye 123. Regular Killz won't work. Make sure it is an adhesion promoting primer.
Also make sure your surface is clean. Warm soap and water with a clear water rinse is acceptable.
