I had exactly this problem on an Optiplex GX 280.
I replaced 1 stick of ram, and everything was happy.

Unfortunately this seems so be a motherboard problem, Dell's solution is to replace the motherboard I'm not sure there's much you can do at home or work to fix this - if it's still under warranty get dell to replace the motherboard if not im afraid its the bin for it sorry

Hi,

the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.

SOURCE: i have dell optiplex GX280

May be serious. See if the power light goes amber after power up. I had (have - still siting in my basement) one that did same. Power up, fans sound like 747 taking off. Power light goes amber. This is USUALLY caused by bad capacitors on the mother board. Known GX280 problem going back. If you look on the motherboard, the capacitors should have flat tops and not leaking. If the are rounded or leaking, the MB has probably gone bad.

I obviously can not be 100% sure about this as the unit is not here.

You can google this and see the issues. Here is one such link.

Power or motherbaord failure

open it ...remove the bios battery and after that put it back ..this will reset it ...and will boot ...just set the time and date and press f10 to exit and save ...
if it still fail to boot after that it has another issue ..probably a cpu fan or a ram memory

Dell gx280 no post cpu fan spins on max

What have you tried so far? Whenever I deal with a no post issue.

1. Disconnect all the connection at the back of the computer tower and power cycle it by pressing the power button of the tower for 15 seconds and plug the power cord back in and the monitor only.
2. If no post didn't occur, plug the devices one-by-one until you see the faulty device
3. if none of the external device causes the problem
4. We'll have to open the computer tower and reseat the video card, hard drive, memory, cpu power supply.

doing things one-at-a-time is the best thing to isolate the issue and point the root cause of the problem. Let's hope that it's not a problem with the power supply or motherboard.

Optiplex gx280 won't boot and cpu fan goes faster

Sounds like a bad motherboard, I try resetting the bios , removing everything but the video , could be a bad power supply too (if you have one jump the wires in there as a test). you can buy those dell MBs cheap on fleabay.

Confirm no leaking or bulging capacitors on your mothboard.
refer to here
http://en.wikipedia.org/wiki/Capacitor_plague

As this was a common problem with the GX280.
If found, you will need to replace the capacitors.

The other check is to make sure the heatsink is fitted correctly, perhaps reaply the thermal paste if you have any. I know that high temps would switch the GX280 off.
