The driver signiature is a security measure, but it is everybody's own decision how much security he/she wants or can allow himself. He probably has some sort of a hardware that has a non signed driver. It is his right to use the hardware he bought, so it is not illegal to stop his windows from reminding him every time he boots that the driver is not signed.
But andym_cubs32! Strange, that you say you have a 32bit vista, it is the 64bit that enforces the driver signiature.
Anyhow run command prompt as administator and type the following
bcdedit.exe -set loadoptions DDISABLE_INTEGRITY_CHECKS
and then enter, should report succesfull.
