The first thing I would check is the outdoor unit coil and see if it is restricted(dirty). If that is the case then you can wash it off with water(make sure you shut the power off to the unit first). If the outdoor coil is restricted and has little air flow thru it ,it can't get rid of the heat from the space and the compressor will draw over amperage and trip the breaker. The next thing to check is if the outdoor fan is running. If the fan doesn't run it is the same as the restricted coil, it can't get rid of the heat from the coil. Check these things first then we can go from there! Thanks!!
To start, check your condencer fan and make sure the condenser is clean. After that you will need a technician with instruments. If the switching off is constant, after approx. every 15 min.it could be switching off on high pressure.
Pretty much you are out of luck. If you were my customer I would at least take that into consideration when billin. The contractor was responsible for the first year of labor, this is a nightmare for them also imagine if they have done lots of these.
Sounds to me like your compressor is not operating, first check the filter to make sure its not pluged up, if thats not it, you will need a qualified service tech to come a diagnos it for you, but sounds to me like the compressor is bad, hope that helps
