It is not the operating system that is asking me the password. The computer request the password at power-on before the operating system loads. At power-on, It gives an option of F10 and F12 which both lead to cmos setup but require a power-on password to procceed any further. Can you help?

It seems you entered a Power ON password, If you remember please enter it or if not then you need to visit nearest Service Provider.
You can try Enter when it ask for the password. Or if possible Go to BIOS and disable the Power On password.
The Power on Password is set from the BIOS configuration. Ask that person who borrowed your Compaq for the password. Once you have this password, you can enter the BIOS configuration and remove/disable this password.
Depending how old you Compaq is, removing the BIOS battery and main battery for 15+ mins may remove this password and restore the BIOS to the factory default (insert both batteries again) and configure the BIOS Date and Time etc.
BUT if the the password is stored on an EEPROM chip then removing will not fix this problem. There are no backdoor passwords available.
Hi, try this:
- unplug from mains - remove laptop battery - remove real-time clock (CMOS) battery. - wait 5 minutes - replace the RTC battery and then plug in - without the laptop battery. The laptop battery cannot be present when you remove the RTC battery and shouldn't be there when you power on.
