My Blueway split system doesn't cool as it once did. if I set the thermo to 23 it only gets to about 27. Filters are clean so does leave a refrigerant top up? and can any airconditioning guy do this?

Check the radiator for dirt, and check if the radiator fan is functioning. Do you notice any wetness or ice build up on the outside copper pipes. If so, suggest calling a refrig. tech. to add gas. The gas used is R22 on most aircons.

To get proper cold air set temp 23 degree and mode"cool". To get heat set temp 30 degree and mode in "Heat"
Now symbols: 1. fan leaves - Fan only 2. Rain drop- Dry mode 3. Snow flake-Cool mode 4. Sun- Heat 5. A or AU- Auto mode.Helpful?
To get proper cold air set temp 23 degree and mode"cool". If still no cooling, check power in out door unit. If power on, check compressor is working. If not working call repairman to find out exact problem, as there are many reasons for compressor not operating. Thanks.

The black triangle means AUTO, means the fan speed adjust by itself from high-mid-low speed depending in room temperature but the unit is cooling for this function the same COOL mode. Plasma is in the remote control but it never mention in the manual. If the unit dont cool check your temperature setting and mode setting it should be in cool mode and temperature setting should be 18C. But if still don't cool check some error code like blinking light at the indoor panel check how many blink appears to get the correct error code.. If the light is blinking 3 times it means that the room air or coil sensor is defective.
