I am staying in a rented apartment. I unplugged the RCA TV to plug something else in. Now when I replug in the TV, it remains on Standby. I can't get it to come on.

You have to open the cabinet and inspect main board for bad solder connections or capacitors that not look good, of course be carefull handling it there are extreme voltages around this board. if not sure can handle the job contact a technician, but most problems are related to bad solder connections

Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the input voltage to LOT. If the voltage is absent check the feeder resistor; if any. My RCA 20F420T TV is used only for video inputs and they were shut off when someone touched the volume buttons. I have no remote and the video mode doesn't appear to be accessable from the front panel....

The best way WITHOUT buying a R/C[remote control] is to disconnect the tv from the a/c power (unplug it enterly) place a screw driver or any metal between the blades of the a/c plug. leave it there for at lease 2-3 days (SERIOUSLLY!!)
attention:: the a/c plug will be OFF the electrical socket and REMAIN UNPLUGED for the duration of 2-3 days. [DON'T TAKE A SHORT CUT and say 3 hours is enought]
take the SHUNT or SHORT from between the blades and replug into a/c socket.
p.s. sorry that I am so specific and deliberate and I don't want to insult your integellance, but you will be suprised of how people don't listen, pay attention, or don't think with common sense..

TV will not stay on

You have done everything that a consumer can do. The problem is most likly in the horizontal section of the tv. This will be something for a repair shop to fix.

On timer light blinks on/off tv does not turn on jvc av-32d502

Well, it sounds like the TV is in timer standby mode and thus preventing the TV to turn on or off.
  • Very simple thing you can try to reset the TV is to unplug it from the wall and leave it unplugged for about 5 minutes or so.
  • Next, replug in the power for the TV and see if the timer mode has been cancelled out.
