I have tried the hotmail web site and only get offered "live.co.uk" and "hotmail.co.uk" options
I can solve your problem, but a little bit intro of what's happening:
"Microsoft uses IP Geomapping to determine where in the world you are and then assigns you to your local e-mail address" means if your are in Uk you'll get to see only >@live.co.uk >hotmail.co.uk If u use proxy u'll get through.
So this link will redirect you to the US domain addressing @ Live/Hotmail.com
