When driving steering locks and all the dash lights come on car cuts out and have to coast to safety
I would suggest stopping by your local advanced auto parts, or mechanic. have them hook up to the OBD2 and run a diagnostic on the vehicle. that will give you a head start on what the problem is.

This is a fuel system problem.
Check the fuel pump located in the fuel tank beneath the back seat, and the fuel filter located in the hood.

If you are running your air conditioner then maybe that is faulty.they might be connected by the same belt.
Check fluid level in the power steering reservoir of course.COULD BE THE PUMP TOO.
unless your steering wheel locks while you are running
dont drive..that would be a strange issue,but even if your power steering pump goes on you and the wheel seems hard to turn...soon as you start to drive you will be able to steer fairly easily.

If I understand you, the steering wheel will not turn. Or is it that it is hard to turn? If it doesn't turn at all, I would not drive the car at all until it is repaired. If this should happen to you on a turn or when traffic stops in front of you, you could kill someone. It is not uncommon for a car to go into a slow speed mode, but what you describe is very dangerous.
