Try inserting the bobbin in the reverse direction. Most machines take a bobbin clockwise or counterclockwise and it can make a difference. Also try a new needle, a bad needle is often the problem believe it or not.
i had the same problem it was stored in a garage (lots of heat) and i had a plastic bobbin tons of thread on the bobbin side so i bought new ones (brother brand) same problem
my friend pointed out the brand of bobbin makes a difference
so what the hek a couple more dollors before i toss the machine and it worked when i bought singer brand bobbins
the heat must have shrank my first ones (like a shrinky dink )
