The red light is on when charging, it does not change colour but goes off when not charging. It will take up to 18 hours to charge for 9 hours of use on low.

according to manualslib type site for the wg540, solid red means charging for the wa3840 and wa3838. After 30 minutes if battery has not reached 10 volts (of 18), the red will begin flashing meaning defective.
Just green? Ready to go. Green flashing? Overheat.
Tangent; sometimes a discharged battery needs a little coaxing - have to get a little voltage into the battery for charger to try to charge. Different company, electric drill. I plead ignorance if this applies for the 3840 since they mention the half an hour time.
There are many possible scenarios as to why this might be the case. The most logical would be that the battery has trained itself to not register a charge, this is a common problems with cell phone batteries due to incorrect charging procedures. Go ahead and power cycle the phone (take the battery out and let it sit overnight), if this does not resolve the issue, go and purchase another battery (make sure it works with your phone model) and try charging that one. hope this helps.
it doesn't change to green, the solid red light means it is fully charged, there should be a legend on the front of the charger to help you with this. If it flashes real fast the battery is malfunctioning and slow flashing is charging and again solid is fully charger.
Nope! The internal battery is not plugged-in correctly. Unplug the APC unit and open the access door to the battery (it is not dangerous to do).
Re-seat the two wire clips (red & black) to the battery. The positive post has a red mark on it.
Close it up and charge for a few hours before using.
Have you activated phone yet? When phone is activated and in service it flashes green. It's hard to believe it would flash green without a SIM card, as there is no service...unless AT&T is providing emergency service only and you're getting a flashing green which means you're in range of their towers.
