The recovery disk provided when purchased are FAIL. You have to purchase working disk from Toshiba for 30.00 plus shipping. I think this is bogus but they won't budge.

Unless you have a installation, Win XP?, CD/CD's or Factory Recovery CD/CD's, it will not Restore on a blank HDD. If I understand your question correctly. You must do a FULL installation.
Get onlineand got to www.google.com In the google search box type: "ToshibaSupport" (without the quotes and put your manufacturer name before Support). Look for downloads and drivers. Enter your model number and operatingsystem when requested. Look for Manuals and search them for Bios Password or Bios Password Reset.
Laptops can be quite tricky to clear out.
Only thing I can do is tell you to unplug the laptop.
Remove the battery.
Try to turn it on for about 10 seconds repeatedly ( this drains latent power from the main board)
Put the battery back in, plug it in and give it a whirl.
Hopefully that will be enough to clear the bios.
