PartSelect has a great schematic database for locating the part on your unit and great "testimonials" for each part that often times includes HOW-TO information. RepairClinic has pictures of each part they sell and also a great how-to and troubleshooting for basic repairs.
If your unit has never been serviced - there should still be an original service manual enclosed in plastic taped to the inside of the shell. In the service manual are Error codes, maintenance procedures, and troubleshooting steps you can follow.
Anything too complicated or beyond your scope should be handled by a professional.

Check door switch: If the lid switch is bad it will not drain or spin. Try this test: With lid open let it finish wash cycle. Press lid switch down with screwdriver. Washer should begin draining. Release switch. Motor should stop. Press switch a second time. Washer should start spinning as it continues to drain. If motor doesn't come on while lid switch is pressed, replace the switch. The brake mechanism is not releasing properly. The noise your hearing is the motor trying to move but can't. Do not continue to operate the washer or you will burn out the motor...an expensive replacement. See instructions for my other solutions.
if that arm is white and inside your clutch assy,that is the brake release arm that releases the brake to allow the basket to spin. it has 2 little fingers on it that lineup on the brake release cam, also check the bottom of yuor basket drive tube see if it has worn down or if the clip is there that holds that arm in place
This assumes that you have a basic Kenmore / Whirlpool top load, direct drive, neutral drain (it doesn't spin until the pump removes most of the water) machine.

A couple of possibilities.
1. The Brake Cam Driver in the brake assembly (a plastic piece could be broken.
2. The break springs may also be broken.
Following is the Whirlpool / Kenmore installation and maintenance guide for direct drive washers. It has a section on how to access and replace the brake and drive tube.
You'll have to remove the agitators and the drive block. There is a spanner wrench to remove the drive block nut but I've found that a short 10: pipe wrench hooked over one of the nubs on the nut and sharply taped with a hammer will loosen it.

If your washer is the one you have chosen a Whirlpool built kenmore unit than your washer doesnt have any bearing that fail, It could be the spin tube mounting block becoming stripped ( most common) or a clutch or brakes not releasing issue (not likely). Also make sure the machine is agitating it may just be filling with water and draining and making motor noises. In this case the motor coupling has broken. both the block and coupling are inexpensive parts and easy to install.
