Fills with water then over flows

Most likely it's the lid switch, part number 22003804.
Remove the back of the console to gain access.

Yup! I know what's going on (the tip off was when you said, "The water does stop when I push the timer off"). See? the timer, as I'm sure you know, supplies or "directs" power to each component in the washer... kinda like a conductor does an orchestra. When you push the timer knob to "Off", you shut down the symphony thereby removing power from all of the components. Make sense?
When you set the water level and pull the knob, the level switch tells the timer that the tub is empty and request water. The timer complies and sends power to the water valve. When the water level is "satisfied", the level switch tells the timer to remove power from the valve and start the "agitation" cycle.
Here's what's happening, the level switch isn't talking to the timer. I think the part number is 22002705, but I'm not sure because I don't have the full model number. Call you local appliance retailer and provide them with the full model number to be sure, OK? Since you already have the machine apart, it'll be easy to replace...
Oh yeah, here's a picture of it... see if this one matches the one on you machine. This might confirm the part number.
And another thing, now that you've experienced a washer flood (ain't it fun?), you might want to consider getting yourself one of these. They're super easy to install and it'll provide that extra bit of insurance against this happening to you again.
