You're computer is booting that's not your problem. Its just not booting into Windows which is a different subject, so a boot disk will not do you any good. You have some corrupted files at the Windows end not the start up end. The only way to correct the Windows corrupt files is to use a Windows disc. So you'll have to buy/borrow a portable DVD/CD player and a copy of windows. Once the Windows disc loads then its just a matter of clicking on "repair" when the disc asks..that one of the drawbacks of netbooks..If you have any questions let me know..

Uncle, Why do you want to reboot the laptop? And what do you mean by reboot as reboot means that you restart the laptop. If you want to start in DOS command prompt then you can press F8 at bootup time and you will be given many options to choose from One of them is the Command Prompt. Select that and you will land up with a black screen and a C:\ prompt. If that is what you want.

You can do 3 things:
1 - order from Toshiba a recovery disk (around $35 with delivery).
2 - use a Windows retail disk of the exact same type as yours and perform a Repair. If that fails then just instal Windows again with that disk and your key, and later find, download and burn to a disk, and install all the drivers.
3 - just leave windows aside, install any Linux OS in less than 20 minutes and you will have a pc ready to use - no viruses, no driver problems.

First a rebot is just shuting down all running programs the starting them back up, Reboot is the same as Restart. You perform this by clicking Start then Restart. The second part of your question about Restoring is called System Restore And that is done differently depending on your Operating System. In Windows 7 just click Start then type System Restore then hit enter and System Restore will start and you can follow the steps from there.
In Windows XP click Start then click Run then in the Run Box type msconfig and hit Enter yoir System Configuration Utility should then popup and you just click on LAUNCH SYSTEM RESTORE near the bottom of the window. You should then be able to follow the directions.
System Recovery is sometime another option, Which you may or may not be able to do.You can perform a System Recovery on many computers. This will return your hard drive to the ORIGINAL factory configuration, with everything it originally had. First, find out if your computer supports this option

Go to My Computer, and look under Hard Disk Drives. A lot of PC's today will include two hard disk partitions. There is always a C:\ drive (normally the Windows drive) and often a D:\ drive. The D:\ drive may be called "Recovery" or something like it.
If there is no D:\ drive, you may have to do System Recovery from a disk. Contact your PC manufacturer to order the disks. It's easier than buying a new PC.

NOTE:
In Windows 7 you can Start system Recovery the same way you did System Restore just type Recovery instead of Restore
