DR-R/DVD diver not working

You will need to contact Dell support for that:

You will have to chand=ge the operating system either to Windows7 or to Windows XP.if you try that, the system will be faster.

usually the sata cable not plug firmly. plug the cable again.

Try pressing F8 at startup to enter Safe Mode. Choose system restore option and select a date prior to installing the Wireless Card.

CD-ROMs dont play dvd becuase they are not designed to read dvd.

If a dvd drive for your model is not available, you can buy an external usb dvd drive.
That should solve your problem

You need a burning software to the task. Use nero or any burning software.

please change your printer data cable.

You need to replace your DVD Rom. They're about $20.

There you can click drivers and you see a list of hardware componentes. Select "CD/DVD"

There you can find the firmware and drivers to all the cd/dvd hw that the DELL E521 comes with in default. If for some reason you are unsure which to choose, at the TOP of the page you see this line:

Service tag: Add or edit service tag

If you click that you can type in your own service tag (find it on the bottom of your laptop), and the dell center is able to check in the database which cd/dvd was built into your computer and shows you only the drivers for your specific laptop.
