Gen set blows fuse

no
a fuse is there to protect the circuit and the genset
check why the de-icer is pulling so many amps as the problem may be in that unit
a 10 amp outlet has a maximum current capacity of 10 amps as that is the current allowable from the gen set and wire capacity
even if you had an outlet with 15 amp rating , it would still be blowing fuses as the 16 amps is above the allowable current draw
you would need a 20 amp outlet ( difficult to get unless it is in a house power board and are normally reserved for hot water systems , stoves and other high current usage units and are normally then not outlets but hard wired in to a circuit breaker

What size breaker goes into the unit

it depends on what you are talking about,if you need a circuit breaker in the transfer switch, then you cant go over what the amperage of the generator is,if you need circuit breakers for the outlets on the generator, that also varies depending on your generator,if you would of given all the info that we need,i wouldnt have to give you this kind of answer,it couldve been more concise,make,model,s/n of generator,s/n of transfer switch etc.

Do I need a main breaker in front of a manual transfer switch

I'll assume you are isolating the main breaker that carries in current from the pole (this is called a service disconnecting means). By the term "main breaker" I'm assuming you are referring to a feeder disconnect; that is to protect the generator from over-current.
Under these assumptions, no, the generator has a circuit breaker capable of interrupting the circuit leading to the transfer switch. Under these conditions, you could view the genset's breaker as a "main".

First start up

Try disconencting the remote start wires between the transfer switch and the generator, if ot still does it you have a bad control board. If it stops, then check the transfer switch for correct wiring of utility and generator power wires, also check with an ohm meter if the run contacts in the transfer switch are closed, that would indicate loss of sensing, or bad board

Location of battery charge problems

The alternator, for producing 120/240vac, is located at the other end of the engine. The alternator for charging the battery is part of the AC alternator.

Charging circuit breaker? Don't know that one, I thought they were fused near where the battery was installed.
