How does this happen? Is it your fresh-placed motherboard or you have changed any hardware?

Check if the 20 (24) pin connector is properly inserted in to motherboard.
This also may happen if your CPU is not supported by motherboard's manufacturer. Check the motherboard's manual or manufacturer's web-site to ensure the compatibility and if so, check the correct jumper settings (usualy to set the correct voltage for CPU)

The things youre describing that are not controlled by the same power connectors. the 1st set that works are powered i think by the main large rectangular power connector. the stuff that's not working require more power connections. the cpu fan has a small wire that connects to a small connector on the motherboard right near the cpu. the optical drive connects to one of the the 4 pin power connectors coming from the power supply, same with the hard drive- same power connector. the front usb light is going to connect to a specific tiny 2 pin connector on the mobo, it will be labeled with tiny white letters-- try to find or download the manual. godo luck!

Motherboard DP35DP Installation Problem

You should try a regular ps/2 mouse and keyboard.  You probably don't have the USB drivers installed for the new board.  After you get booted into windows you'll be able to install those.

Why wont the mouse, keyboard and monitor not work after cpu, pwer supply install...

If the motherboard used to work with the old cpu and power supply, but does not with the new cpu and power supply, then probably the cpu or power supply is bad.
Why did you change the cpu and power supply?
If the power supply went bad, it could have overloaded the mother board as well as the old cpu.
If you think the old cpu went bad, how do you know it was not actually the motherboard that went bad?
All I can suggest is that you double check all the connections.
If you have USB mouse and keyboard, try a DIN connected pair.
If you are using the onboard graphics, try a PCI express card instead.
Tell us if there is any front light activity from the power switch, drive, etc.?

I don't know the parts of the motherboard.

What motherboard would you like to know the layout of? Although, many motherboards are different, most of them have the same basic parts. From back to front, you have the communication ports; (usually from top to bottom, varies by manufacturer)mouse/keyboard, usb 1.0/1.1/2.0(make and model dependant) serial, paralell, vga/monitor, then sound: midi, headphone/speaker out, line out, microphone in.
then on the board, processor, somewhere near it, cache, i/o chip, north bride chip, wich is responsable for memory(ram) access, ide(cd rom/ hard drive access) ports and power connector/s,
memory slots
then the south bridge chip witch controls isa port(old), pci slot, agp/pci-e slot (video card) along with the cmos battery, bios, and various other slots/connectors (such as fan, power button and so on) and chips, wich vary by manufacturer and model.
