Adobe flash player not working

Installed ie8 on Vista Home Prem. OS, now sites using Adobe Flash won't work. They give message "Hello, you either have JavaScript turned off or an old version of Adobe's Flash Player." I have latest version installed-10.0.22.87. I verified that JavaScript is on! Also tried changing security settings to "medium". Any suggestions, other than wait? I can use the player with Safari so I know it works.

I cannot download the Flash player on the website of Adobe in IE8. No pop-ups, no yellow info bar at the top, no error message. It just doesn't work.
