Does the celing fan need an earth conection from inside the roof ?

I'm not positive I understand your question, but if you are talking about a ground connection the answer is yes. There should be wiring directions in the package it came in,if not go online to the manufacturer use the model number to get the information you need.

When it rains hard and there is a lot of wind the rain gets into the chimney and drips through a ceiling light. Is there a chimney cap that I can buy that will eliminate the problem?

Hello,Yes there is a cap for every size chimney BUT that (while always being a great idea) will only prevent a WASHDOWN & keep pests and leaves out.The celing light conserns me that the roof flashing is leaking near the chimney during wind driven rain.Try a cap it can't hurt & I hope it works.

Air in my condo in not evenly disributed

I would look at having the ducts checked. Alot of them are "Flex" ducts and they collapse over time. Look for poor installation too. Sagging, hard bends and such. There could be the possibility that a duct may have come loose and some or none of the air is making it to the desired space.
I would also look at installing damper doors in the ducts. This allows for you to restrict air flow to one area which would help force are to the desired area.
I have heard of people installing in-line booster fans but I've never heard of anyone saying they work. Don't reccommend that.
Speeding up the fan will change the temp of the air to the space. Don't reccommend that either unless it has been installed at the wrong speed from day one. Outside shot but worth checking.

Good Luck and let me know how it works out.
