When i press the power button, the LED's on power and hard drive light up and the other LED's light up, then the computer will shut down. There is no hard drive movement, the battery and AC power plug are fine.

try removing the battery (keep ac power), test if nothing, try the opposite, remove both ac power and battery test, for some reason holding down f10 and cursing at the machine seems to help. Mine does this but typically will boot after a few attempts (and lots of cursing)
Could be a hard drive that is slow to spin up, (Repeated starts gets the drive spinning and eventually gets to operating speed) or might be a memory module or such that is marginally seated, and after a bit of heat is generated, makes good contact.
Try reseating the RAM modules
Remove all drives, battery, PC Card, Mini-PCI cards and RAM, see if you get a different indication.
If the LED lights change, power off, install RAM, reboot, If the system posts from that point, then add components back one at a time and see if any one stops the system from posting. If you isolate one item, then replace that item.
If the system will not post after removing all the items, tehn the motherboard is likely the point of failure.
well what you have on your computer is the computer does not find your hard drive where you have the operative system thats why is asking you to boot from cd because the computer wants to instal a operative system may be your hard drive is damage ok lets do a test turn on your computer by presing the power botton and then press the key to boot on bios page can be (delete ,F1, F10 ) any of those every time you try to do the boot up if does not go to bios you have repit the same operation so when you get bios system display on you computer look for the hard drive and the boot order if there is no hard drive so your hard drive is damege and you have to reolace for a good one and instal the operative system
