Above is the normal procedure, very minute but technical tip is to
connect the printer first and insert program CD for printer in the ROM
drive and open device manager and scan for hardware changes ,you will
get alert on task bar that new hardware is found and new window for
device installation ,click continue with browsing file path for CD in
drive and continue installation ,in next few minutes your device shall
be ready to use.
In case there is problem with installation with CD kindly go to manufacturers website and download windows compatible drivers.

Try this. Before connecting the printer put the printer driver cd in the drive and install the drivers. If not asked to connect the printer, then restart the computer with the CD in the drive Connect the printer. Printer will be detected.
try just connecting the printer to the laptop without the cd first. Vista has lots and lots of drivers to install this printer. It will pick it up once you have connected it to the laptop and then turned the printer on. The Cd was probably not made for vista.
If the technician who changed your hard drive was able to transfer ("clone") the system from your old drive, all you need to do is plug your printer/scanner in and it should work. If he was not able to do this and you have a new Windows installation, you need to use the CD that came with the printer to re-install it. Just connect up the printer to the computer BUT DO NOT TURN THE PRINTER ON UNTIL TOLD TO. Start the computer and when Windows has loaded, put the CD in the CD drive. The CD should start the installation process - just follow the instructions. If you do not have a CD, download the necessary installation software from the Epson website. If you don't know how to do this, report back and I will provide more help.
