Let's isolate the problem: disconnect your modem from the wall outlet and connect the Samsung unit DIRECTLY to the wall using the LINE connector (not the TEL connector). If the unit is ok and your telephone line is clear, you should hear the calling tone when the HOOK/DIAL button is pressed. If it works, your theory might be correct, or you were incorrectly connecting the unit to the TEL connector (use the LINE conector instead). After the problem is solved, leave the Samsung unit connected to the wall and connect all others peripherals after it.
If the unit is not working after this test, take it to an authorize service center to have the modem (and maybe the power supply) board replaced.
