Re: Door locked and takes water will not empty or spin
Turn the machine off and check under the lid.
the pressure switch hose may have fallen off. its a clear tube that fits onto a nozzle on the underside of a plastic circular unit about 40mm diameter on the left hand side. this should shut the water off when filled to correct level.
to get the water out in any case put the drain hose end lower than the water level into a basin to syphon it out. lifting the hose above water level will stop it till you empty basin.

The water overflowing problem could be one of three possible problems.
Water fill valve
Pressure level switch
Hose coming from the drum to the pressure switch.
Here is an easy way to check all three.
While the machine is on with water filling up quickly unplug. If water is still going in then replace the water filler valve. (In 20 years i only seen this happen once!)
Open the top panel so you can get to the water level switch. There will be a hose hookup to it.
Make sure there is water in the drum in this test. Disconnect the hose from the level switch. (you can turn off machine for this test) Blow thru the hose and notice if you hear bubbles going in the drum/water. If you do then good. If you dont then the problem was the hose came off the drum. Make sure it is securely attached because sometimes when it spins it might come off. If you do hear bubbles then blow again, pinch hose. Then reconnect to the pressure switch. You create air to the pressure switch. It should now shut the water off at the lowest setting. if it still doesnt shut off replace the pressure level switch. Sometimes i do this trick and it starts working.

If anyhow the drain pump is blocked the spinning will be blocked. Check for a forrign object in the drain pump. If you can feel/hear it buzz (very quietly) while it should be pumping out it might be jammed up with something. That however is kind of rare with the angled tub the Neptune uses. Are you sure the machine is actually not pumping out, or is it possible its just turning off in the rinses? Reason I'm asking is the control will shut the machine down if its taking too long to fill up. Many times it will fill fine for the wash fill, but because the rinse takes twice the ammount of water it activates the system and shuts down while its half way filled. Look for a slow cold water fill for that problem.
Is the door locking in the spin? One very common problem on the older 3000 and 4000 series machines is the R11 resistor on the machine control board bruning out leaving the door lock inoperative. If the door won't lock, it won't spin. I do believe, however, the machine will still pump out. But many times what happens is the pump removes all the standing water, but without spinning everything in the tub stays soaked. The saturated clothing drains the water out and then leaves a few inches in the bottom of the tub.

Hi, could be your timer motor, timer or water level switch, first push timer knob in and manually advance to wash or spin cycle (program) then pull knob, see if machine operates, let me know, then i can tell you exactly what's problem.also advance timer, to spin cycle (program) machine should pump out water, or you can lower drain hose into bucket and empty machine, you should empty machine and try again, let me know what happened, we can solved this together. good luck.
