Hi When the TV is turned off, try to bump on the two lateral sides with the two hand palms at the same time. If the set comes on, there are dried solder joints that need to be clean and ressoldered. Ressolder all the points where heavy componentes are placed: power switching transformer and switching transistor and flyback transformer and associated circuits and the small pcb attached to the CRT. I do not know why, Toshiba sets are prone to dried solder joinis.
The tuner is questionable The problem lies inside the isolation box. Ask a repairman to open this isolation box and resolder the small board. There are two small resistors that need resoldered. This also has the rf connector on it. And you may have him resolder the tuner if this does not fix it. Have him inspect any and all grounds on the main board as well. Good Luck

You are missing the red color drive or it is weak. there are adjustments for that in the service menu or on the CRT drive board, but you should not attempt these adjustments unless you have a service manual or know 100% what your doing and how to do them. it could be the picture tube is weak or there could be a problem in the RGB drive circuits. Depending on how old the set is should determine or not it would be worth dropping any cash into it Good Luck
