It just depends. If, when the HD was formatted, it had the OS9 drivers installed then the answer is yes.
If on the other hand, the HD was wiped and reformatted without the OS9 drivers (it's an option in the formatting panel) then you won't be able to install OS9 without wiping the HD and reformatting.
Try to install OS9 - if it goes in you are OK, if not, then you will have to reformat and start again. - (losing any OS X software that might have been added extra)
Civ II is a fairly old game. It seems that your PC runs Windows XP or earlier. It is likely that the site you read was correct, and your computer is too new to run it. However, you may be able to get another newer version of Civ for Mac, but check the system req's for any game you try to install. I don't know for sure if this is the case, but I hope this helps you somewhat.
I had the same thing happen when I switched from os9 to osx. I had to install the programs, Quark, Illustrator, etc. then the icons appearance was normal. You may also have to actually open the program, then open the files themselves before the icons show as normal.
Unless you're installing the software on Mac OS9, or Windows 2000 or earlier, the original installation disc isn't going to do you any good. Drivers are available here for Windows XP and earlier and Mac OS9 (there are no drivers available for Mac OS X). Be sure and read all notes (when you click on a driver download link), and get the upgrades for Windows 2000 or Windows XP SP2 if you're installing on either of these systems. Good luck!
Have look at the box again, does it have the smiley picasso face for Mac or does it have the X? (or does it just say Mac?)
I had a look on Amazon and I could only find Mac mentioned, and seeing that the game was published in 2001 and all the windows versions listed are pretty old, I would suspect that this is an OS9 game and will therefore not run in OSX.
However seeing that you are running a G4 machine you should be able to run the game in OS9 without a problem.
