Sounds like video card driver issue...ensure driver is correct by looking at video card in device manager. Also ensure that system interrupts are being allocated properly.

Intel 946 mother board

You need at least 1GB of Ram Memory, and should have 2GB.
[512MB + 512MB = 1024MB or also stated as 1GB ]

The - Intel 946 - designator you have listed refers to the motherboard chipset.
It is either an Intel 946PL, or Intel 946GZ motherboard chipset,

You can see the list of processors it supports. Also look at the Front Side Bus speed it supports (FSB), and note 65nm architecture for the processor.

As for office work, or surfing the internet; more Ram Memory will help.
For editing videos, or intense games though, you need a decent graphics card.

This mother board support dual core proccessor

This motherboard is built with the Intel 845 chipset and is socket 478. This particular motherboard will not support a dual core processor of any kind. This board will only support a standard socket 478 Pentium 4 processor at best. I do not know of any that will support anything better than a Pentium 4 2.8GHz processor with a 400MHz F.S.B.

I want some information about Nvidia GeForce 9400 GT 1GB DDR 2

If you are using Dual Core the mother board you are using may have PCI Express Slot. So that you may install Graphics card. Only for particular lower end mother board doesn't have this feature. Any way tell me your motherboard make and model no. e.g., Intel DG31PR, 945GNT, DG41TY etc.,

Assuming you are running Vista; you can find out what the problem may be by going to control panel> system & maintanence> administrative tools> event viewer>windows logs. look in all the catagories to see if there are any clues as to your problem, but normally i would say it's a graphics driver error or processor overheating, especially if you have onboard graphics and not a seperate dedicated graphics card.
