take a screw driver or something similar and gently bang the butt end of the screw driver on the cmos chip

Take the motherboard out of the machine, assemble it outside the machine on a peace of cardboard so that it does not touch any metal parts on you PC case, try switching it on, if this solves your problem, then your motherboard is shorting out some ware on your PC case, just check to make sure it doesn't short out when you put it back together
