If this happens every time you try to access the internet then it sounds to me like you have spyware on your PC. There are several anti spyware programs out on the net that you can grab.
The one that I use and is free by the way is superantispyware. You can get it at superantispyware.com. If you can, download it onto your pc. If not, download the program from another computer, transfer with usb drive, and then install.
Install it, see if it will update during the install, and then I would suggest you run it in safe mode. You can access safe mode by pressing the F8 key while the pc boots up. Once in safe mode, run the program accepting all the defaults. Anything that it finds will be spyware and you can safely let it remove it.
If you are unable to update during the install, that is ok, still run it in safe mode. Once it removes everything it can, restart normally and retry your update. If it is successful then re run the program in safe mode again to make sure everyhing that it can find gets taken off.
