Can't get front wheel back on lawn tractor

Took front wheel off Craftsman 54 in delux riding mower to repair it. I can't get the wheel pushed back on far enough to replace the washers and retaining clip. What am I missing?

Grease your shaft and make sure you have no dirt on it, even dust can hinder getting it on right.

How do you replace drive belt on a hydrostatic transmission craftsman riding lawnmower that has slipped off or my be broken.

Its not a hard job just push in clutch and lock it, remove mower belt then replace drive belt and then put mower belt back on and release clutch.
