your laptop has a software not registered to microsoft. buy original windows software.. some laptop has windows pre instaled , look under your laptop if there is a windows license sticker. get the product key and register your windows.
Unfortunatly Toshiba do not provide an operating system disc with their machines it's just the recover disc which is designed to restore factory settings. I have tried but failed to get just the O/S to install. In theroy you should be able to get a copy of Vista from Toshiba as you correctly stated you have payed for it. While your looking at doing a clean install I would recommend download the free windows 7 RC from microsofts website. It's so much better than vista.
Sorry to inform you that there is no full version of windows XP which is downloadable, because all the OS products of Microsoft are need a license so you need to buy a license windows XP OS, remember that their is no piracy policy.
