If you have a proxy setting for your internet connection, configure the same on Skype also like adding the proxy IP on Skype. This will fix the problems.

This is may be because your firewall is blocking skype connections! Go to Control Panel then open Windows Firewall, Just click on the exception tab and try to see if you can locate skype there! If not browse to add skype.exe in the exception list!

Skype uses your Intenet Connection. If you want a video conference you will need high speed internet connection. The faster the better. I would nont recommend on dial-up connection or you lag, meaning it will jitter.
