Does the Verical line on the monitor also come when the monitor is unplugged from teh system. If yes the problem is with the monitor. If no the problem is with the video card. The computer maufacturer may have given you cds to run diagnostics on the card. Eg on dell system , you need to press the f12 key 5 times after you turn the system on , to run the diags

on your computer, go to the display options then settings. you should see a box that says turn on dual monitor support, check that box, then click apply, now with that turn off you cpu, plug tv in to s-video, then turn cpu back on and that will fix your problem. if you run in to anything else let me know.
