If it is the proper belt and it is tight, the roller does not spin freely. Probably because of a build up of string or pet hair on both ends of the roller itself, (Most roller belts are very tight and must be stretched to get them onto the shaft that turns,)

The belt change on the Fantom is to remove the bottom plate by undoing the screws, clips or levers, then cut off the old belt, remove the brushroll on the pulley side and place the new belt on the pulley side and replace the brushroll. Then use a belt puller or screwdriver with a hook on the end and then stretch the belt onto the motor pulley and then track the belt in a straight line. The replace the bottom plate and you should be fine. The recommended belt change on a vacuum with a flat belt is every 4 to 6 months for the best cleaning and always use the genuine belts for the Fantom.
