I had the same issue when I first got my scanner. There is a switch in the battery compartment that you need to set so it will charge the batteries. It is there so if you're using non rechargeable batteries you wont charge them in ruin your scanner when they leak/explode. Hope this works for you.

Batteries are used mostly on OHMS mode, so it that works, it's not the batteries. Are you sure that the fuse is good? Use another ohmmeter to test the fuse while it's out of your meter. If this is a cheap meter from Harbor Freight Tools - just get another one, don't take chances on AC voltage. Regards.
Ok, are the batteries fresh? Did you make sure they are installed correctly? Have you tried an AC adapter plugged into the side of the unit? This bypasses the battery compartment and may work, indicating the problem area is within the battery compartment and or its wiring. I'd take it to radio shack and see if they will give a quick opinion, mabye letting you try a charger before you buy. Also, if nothing works, Radio Shack repairs Their scanners, often for a very reasonable price. been there, done that. Bst of luck!
You may have burned out any number of resistors and diodes, and may have damaged the main board, so I wouldn't trust any local guy with a soldering iron inside the BCD396T. I recommend you contact Uniden customer service through their web site, and mail the scanner to them for repair.
Your pro 95 takes the same yellow rechargable battery pack as the pro 97. It is available at the site listing below. It is their #100-006. It cost 5.99 plus 10.95 shipping. I ordered it 4 days ago and got it two days ago. You may be able to save on shipping by calling them and requesting some sort of slower shipping.
try plugging and unplugging the charger/ac adapter several times to see if the switch that is built into the jack might be stuck from dirt or corrosion.sometimes you can take a toothpick and get them unstuck too.
WELL, After a year I alone, without any help from UNIDEN, FIGURED IT OUT.
1. TURN IT OFF, UNPLUG AC JACK IN THE BACK!
2. REMOVE Backup battery cover "underneath" scanner! TAKE ALL 3 BATTERIES OUT.
3. I PUSHED THE POWER BUTTON TO BLEED ANYTHING OFF IN THE CAPACITORS, IF IT HAS ANY INSIDE?
4. PUSH THE"2", "9", AND "HOLD BUTTONS DOWN, THEN PLUG THE A.C. BACK IN ON THE BACK OF THE SCANNER.
5.You WILL notice while you are doing STEP#4 THAT THE DISPLAY SAY'S "CLEAR". ALL FREQUENCIES WILL BE CLEARED IN THE MEMORY!! THEN TURN Scanner OFF reinstall the BATTERIES, TURN BACK ON AND START PROGRAMMING!! THIS WAS FOR A "BC340CRS" SCANNER
I'm embarrassed to even suggest this as a solution, but if you accidently plug the AC adapter into the earphone jack instead of the power input jack, the display will show nonsense and the buttons won't work (not that I've ever done this myself).
