Brightness is Very High

brightness turned all the way down  contrast turned all the way down but it is very bright... but when the menu comes up it looks fine its not the video card or the lcd screen.. tryed a different lcd screen and it was the same way... it high voltage to high on the backlight? i have check the power supply on the main board and they look good Any Adives
