System Idle Process uses 70 to 85% CPU in windows task manager


System Idle is unused CPU cycles, represented by the dark portion of the CPU graph/taskmanager icon. Hard to reconcile your saying CPU usage is 90% in Taskmanager when taskmanager is reporting 87% system idle at the same time. Enabling "show processes from all users" will unhide some running processes but it still shouldn't contradict that 87% unused CPU cycles. On the taskmanager Performance tab is show "one graph PER CPU" enabled?
What was changed in your system between the time these symptoms started and the last time it behaved normally? Did you try a System Restore to a point when it did behave normally?
Are your CPU core temperatures normal or high? Is CPU stepping reducing the core speeds, possibly because of power saving or overheating issues?

How to activate task manager on my pc


It can be done easily by editing the registry. I will try to explain in detail. Follow these steps

1. Check that your PC is virus free. Install Antivirus program if required.
2. Regisry is enabled. Goto run command from start menu OR Press Win key+R and type 'regedit'. It would show up registry.
3. If registry is enabled you can edit it.
4. Open notepad and paste the following four lines

Windows Registry Editor Version 5.00
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]
"DisableTaskMgr"=dword:00000000
"DisableRegistryTools"=dword:00000000

5. TYPE the file name ENABLETASKMANAGER.REG
6. Choose 'all files' option from 'Save as type'
7. Now you should have a registry editing patch. Please note that its extension is .reg
8. Double click the patch to add it to registry and task manager would be enabled.
9. Alternatively, you can download PROCESS EXPLORER, whichis a replacement of task manager from internet. It works even if the taskmanager is disabled.

Method 1 - Using the Group Policy Editor in Windows XP Professional
  1. Click Start, Run, type gpedit.msc and click OK.
  2. Under User Configuration, Click on the plus (+) next to Administrative Templates
  3. Click on the plus (+) next tSystem, then click on Ctrl+Alt+Delete Options
  4. Find Remove Task Manager in the right-hand pane and double click on it
  5. Choose the option "Not Configured" and click Ok.
  6. Close the Group Policy Window
Method 2: Change the Task Manager Option through the Run line
  1. Click on Start, Run and type the following command exactly and press Enter
REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableTaskMgr /t REG_DWORD /d 0 /f

Method 3: Change Task Manager through a Registry REG file
  1. Click on Start, Run, and type Notepad and press Enter
  2. Copy and paste the information between the dotted lines into Notepad and save it to your desktop as taskmanager.reg

Method 4: Delete the restriction in the registry manually
  1. Click on Start, Run, and type REGEDIT and press Enter
  2. Navigate to the following branch

    HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies\ System

  3. In the right pane, find and delete the value named DisableTaskMgr
  4. Close the registry editor

For Control Panel

Start | Run | Type: gpedit.msc | OK |

Prohibit access to the Control Panel

Windows does not open. task manager is disabled


the easiest way to get taskmanager working is to use Smitfraud fix located here

download and run "clean" and when it asks if you want to clean the registry press "Y" for yes this works 95% of the time there will be a side effect where your clock will show military time, to fix go to control panel and select "regional and Langauge" settings (something to that effect) and then go under "regional settings" should be the default tab, click on customize then select the time tab, and under time select the following option ""hh:mm:ss tt""

There is a registry hack to enable or disable Windows NT TaskManager. The same registry hack applies to Windows 2000 and Windows XP. Hive: HKEY_CURRENT_USER
Key: Software\Microsoft\Windows\CurrentVersion\Policies\System
Name: DisableTaskMgr
Type: REG_DWORD
Value: 1=Enablethis key, that is DISABLE TaskManager
Value: 0=Disablethis key, that is Don't Disable, Enable TaskManager

As part of the enhanced management available in Windows 2000 and Windows XP, rather than risking a registry change, as an administrator you can enable or disable Windows 2000 Pro or Windows XP Pro's TaskManager using Group Policy Editor. This can be applied to the local policy. Note: if you are trying to override your organizations group policy, you can't. As soon as you re-authenticate to the domain, the domain or OU Group Policy will rewrite the registry setting. But if the TaskManager was accidently disabled or you need to control this item for a set of standalone boxes this is for you:
  • Click Start
  • Click Run
  • Enter gpedit.msc in the Open box and click OK
  • In the Group Policy settings window
    • Select User Configuration
    • Select Administrative Templates
    • Select System
    • Select Ctrl+Alt+Delete options
    • Select Remove Task Manager
    • Double-click the Remove Task Manager option
And as I mentioned above, since the policy is Remove Task Manager, by disabling the policy, you are enabling the Task Manager.

this happens due to spy ware / virus
so you need to get rid off them,
To active your task manager:
Click Start
• Click Run
• Enter gpedit.msc in the Open box and click OK

o Select Remove Task Manager

since the policy is Remove Task Manager, by disabling the policy, you are enabling the Task Manager.

For IE what you should do is update to the newest version of Internet Explorer or do what I do and Use Mozilla Firefox.

When you press Ctrl + alt +delete, the task manager does not appear? Try right clicking on your desktop tool bar and clicking task manager: For regedit click Start > run and type regedit

My task manger is disabled by the administrator


For Windows XP Home Edition use "The registry edit & For Windows XP Professional you still use the option I had suggested which is:

• Click Start
• Click Run
• Enter gpedit.msc in the Open box and click OK
• In the Group Policy settings window
o Select User Configuration
o Select Administrative Templates
o Select System
o Select Ctrl+Alt+Delete options
o Select Remove Task Manager
o Double-click the Remove Task Manager option

Search for HKEY_CURRENT_USER -> Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ System.

Look for: DisableTaskMgr. Click on REG_DWORD. Value: 1=Enable this key (disables TaskManager); Value: 0=Disable (actually enables TaskManager)

Close RegEdit

Reboot your machine.
