Are you still having these issues? Have you removed and re-inserted the device in the modular bay? That should be either a CD-ROM drive or a floppy drive.

Have you tried to start teh computer in SAFE MODE?

Help is here for the system modular bay :
http://www.techspot.com/vb/topic86568.html
My Dell inspiron is old, but the problem is happening with newer models. I first noticed my CD burns were coming out really bad, cliping after the first 3 songs. Then I get the error you did. Then I search 'system modular bay' via yahoo and low and behold Dell Inspirion problems comprise the first set of links.
What you might do is linked below. If you are under warantee, contact dell and insist they replace it.
I noticed the same question is on the dell community forum and unanswered. I will never buy a Dell again, granted mine lasted 10 years as a custom built $2000 laptop (remember those prices?), so maybe I shouldnt ***** but the cheaper parts are being used and failing on the newer models.
I swore off HP also when I found out on an 15 year old laptop that they hard wired the CMOS battery into the board so it would fail in 5-7 years automatically.
Ive since been told theyve stopped doing this, so I am back to HP or is it Compaq. If you can log on to the dell community please help the poor soul Dell is ignoring here:

This is a hard drive issue, remove hardware and reseat it back into place, sometimes this will work and run fine. But it is more than likely your hard drive will need to be replaced.

I have a Acer Aspire 5745 (CPU: Intel i5 processor 2.5GHz RAM: 2GB OS: Win 7 Home Basic) which is only 2 months old. Yesterday I started a installation setup of a game, when suddenly the system restarted....

Hi, I do apologize for the inconvenience you have been facing. The reason why the laptop does not reboot to Windows even after reinstalling Windows is because the issue is with the hard drive not being recognized the reason for which you get a blinking line on the screen after the Acer logo .In this case I would suggest that if the laptop is under warranty please contact the Acer Technical support and have an order placed for repair.
Thank you for your time and best wishes for your effort.

Black and white lines after bios screen before boot up

The issue appears to be cosmetic if the system boots to WIndows and there are no display issues using the system. Some systems I've seen have a bit of video distortion between the BIOS splash screen and the desktop. A couple things may change that. Update the system BIOS and the video driver to the most current available

It won't boot to the os

The modular bay refers to the optical drive (CD drive). There is a small screw holding it, I've had machines at my shop that this screw fallen out and the drive wasn't making a good connection. Be sure that the drive hasn't slid out a bit. Take it out clean the connection and put it back, making sure it's seated properly. Try this, then let me know, and we'll go from there.

1) Hold the power button (slider) in the on position for about 15-20 seconds to force the player to turn off, if it's already on.

2) Hold the menu button down and simultaneously hold the power button (slider) to the on position.

3) Do not let go when the device turns on. You will then get a screen message in black and white that reads (with a typo):

WARRING !!!

NAND FLASH MEMORY INITIALIZE......

"WARRING !!!" will appear in red (and probably should read "WARNING". You will have the options of "No" and "Yes".

4) Choose "Yes" to re-format your device.

Power off even it it takes a battery removal. Now check modular bays and remove then fully insert each device and retry power up. If same results, try repeating above with one of the modular devices removed.
