James if the laptop was powered on when trying to connect to the Emerson tv you might want to release the power from the capacitors on both the laptop along with the TV; simply by unplugging both power sources for at least 30-60 secs then reboot and make sure to have the VGA back connected when booting .
It sounds that the main power supply regulator board to your TV has damaged. There is no repair to these boards. Only replacement can be done. Contact any experienced service technician. This is not a user reparable work.
