Two monitors purchased at different stores, both have rechargeable batteries that will not hold a charge. Have even purchased replacement batteries of a different brand but they did not make a difference.

If its Bluetooth you need to put it in pairing mode by turning The device off and then turn it back on and continue holding the power button until this device power on light stays steady or is Blinking rapidly
We had the same exact problem, tried replacing the rechargeable batteries but to no effect. We called Phillips directly and they were very nice and are shipping us a replacement unit (they discontinued this model and I suspect this is a known issue).
No, the charger is only usable to charge the rechargeable NiMH or Li-Ion battery which comes with the radio. Attempting to charge Alkaline rechargeable batteries with this charger could cause the to expode.
If your charger is not charging the batteries which came with the units, it could be you do not have the charger cord end plugged in all the way, or the batteries dropped below the initial charge level by setting on a store shelf too long. Most TalkAbouts come with a cradle style charger to hold the radio, and a possible plug to plug into the charge hole. Check all connections, and clean any battery/charger contacts with a pencil eraser. To re-initialize the batteries you would need to attempt 3-5 charge cycles by charging for 8-10 hours, then letting the battery rest for 8-10 hours, repeating 3-5 times as needed. If this does not bring the battery back to life, you need to replace the batteries.
I'm assuming you're using the NiCd batteries. NiCd batteries do not last forever and need to be replaced when they show a resistance to beign charged. To optimize the life of these batteries you need to let them fully discharge before attempting to charge them. This is impractical most of the time.
You have two choices:
1. Purchase a NiMH charger and AA batteries and use that INSTEAD of the CHARGER STAND and NiCd batteries. This type of battery can be recharged without the problems discussed earlier and will last longer... or
2. Purchase another NiCd battery pack.
