The controls froze up on my DeLonghi ceramic heater.

Your controller has been pushed too far! I'm sorry, that's not funny because you have a dead short in the heater element and while the ceramic element could be replaced, it's much less expensive to buy a new heater.

Turn it off and Do not use! Return it to the place of purchase to be inspected.

DeLonghi DCH2590ER heater problem

I am sorry to say this but these heaters dont last. I have replaced mine recently, An infrared propane heater has a long life and that is what I am using. Hopes this helps
