Paypal uses funds that are added to your Paypal account or withdrawn from your bank account/credit card/debit card.
If the only thing you have is a Filipino bank account (BDO, RCBC etc ) you can withdraw funds from the bank account to your Paypal account.
To do so, you must first add your bank account to your Paypal account by going to Paypal, where it says My Account > Profile > Add or Edit Bank Account.
Here you enter your banking details as required, Paypal will make sure that it is your account by depositing a small amount of money to your account (takes 3-5 days) and then asking you to verify that amount before the bank account is confirmed and linked to your Paypal account.
After you've linked your bank account to your Paypal account you can then withdraw funds to it by going to My Profile > Add Funds. This process also takes 3-5 days to complete.
The funds withdrawn to your Paypal account from your bank account will now allow you to make instant payments with funds direct from your Paypal account.
Alternatively if you make a payment for anything you buy online and wish to pay with your Paypal account and don't have any funds, Paypal will deduct the funds from your linked bank account. The process usually takes 3-5 days to complete.

To resolve this issue, you will have to contact PayPal customer support.
To contact PayPal customer support, kindly login to your PayPal account and click the 'Contact Us' link at the bottom of your PayPal page.
On the new page which opens, you will find two options for contact: Email and Phone (see attached image).
You can either contact via email or by phone by selecting the option which is convenient to you.
If you wish to contact by phone, click the 'Call Us' link. (You will have to generate the Secure Web PIN. For your account security, the customer support executive will ask for the account information and the Secure Web PIN)

The only way you can get a new pin without going to the bank is by calling your bank and tell them what happened and that you need a new pin. Most banks have a 24 hour customer service so you can call them anytime. But I am not sure how long they can send you a new pin, because they would have to reset it.

Follow the instructions below to update your debit card details.
1. Sign in to your PayPal account (www.paypal.com)
2. Under "My Account" tab, click on profile
3. Click on "Credit/Debit card" under "Financial Information"
4. Click on "Add a card" button
5. Enter your new card details
6. Click on add or submit button
Note: you can also remove your old card details on that section.
