No the insulation must be replaced . the insulation makes the oven cycle on and off less frequently and also keeps the exposed metal surfaces cooler.

The rats nests that you are describing I assume are on the bottom of your work. If this is the case, it tends to generally be caused by incorrect tension from the upper thread, or incorrect theading of the upper thread.
Occasionally the tension of the bobbin could also be out.
As a rough guide the tension of the thread as it leaves the bobbin should be that it needs a gentle pull to release it. If you were to hold the thread only & let the bobbin hang, it should only release if you were to like shake the bobbin toward the ground. Anything other tension would mean adjustment of the bobbin screw.
A lot of upper tension problems are often caused by the tension settings being incorrect, the wrong mix of threads/fabric, blunted needles, threading of machine whilst pressure foot is lowered (very common), and sometimes by dirty machines that are not thread and lint free or infrequently oiled.
If all that fails, you need professional service help as it could be a timing issue possibly.

make sure the machine is threaded according to the operations manual & the tension adjustment is according to the operations manual says
make sure the needle is not bent, and also the correct needle for the machine & fabric
if none of these work it needs to be taken in to be check
