It's probably because there's something blocking it like coins etc
or socks!
its only a plastic frame behind the bit you turn so it may break if you force it.
you could free it by turning it back and forth untill it opens but it may be worth getting a new filter cover to replace it before you do in case it does break.

Hotpointt FFA80 freezer door kept opening on its own. noted that ice had formed and was pushing drawers against door. cover removed from coils and found solid with ice. left to defrost but when plugged...

Does the light inside the fridge come on? if it does then you are getting power. If not you are not getting primary voltage. As far as resets or cut outs there is three things that can stop the power to the compressor 1 the cold control (thermostat you set to raise or lower temp) 2 defrost control that is suppose to cycle and put the fridge into the defrost cycle about one time every 24 hours. 3 the over load heat activated cut off that is a small round device usually on the side of the compressor (the big black round can that is in the bottom of the fridge) Since ice formed I would check the defrost control first. It is a timer that should advance slowly on its own but usually can be turned by hand to advance to the defrost position. the defrost timer is usually at the bottom of the fridge and many times can be seen from the front of the fridge when the "kick plate" or bottom grate is removed. if you can find the little knob on the defrost timer try to turn it to the right (clock wise) and see if anything changes. Since the ice formed either the heat element that defrosts the coils or the defrost control has probably stopped working.

The ignition in the vehicle i want to purchase was punched out and i am having problems starting the car. there is an anti theft device installed and i was wondering if that would have anything to do with...

you can remove the ignition switch (the electrical part) from the ignition lock (the key and lock part} and put a screwdriver in the switch part, and turn it like it was the key. as far as the anti theft part goes it may be an aftermarket alarm system installed on the starter circuit.
if that is the case it usually only keeps it from turning over not running.
so you may be able to just bypass a relay,
Look for a wire that someone cut in half up by the switch, and attached there own wire to both ends. just remove there wires and reattach, or temperarily jumper the factory wire back together. see if it turns over.
