SOURCE: kohler ch20s - The engine back fires through the

Yes it could be timing except for the fact that the dipstick is blowing out. I would look at one of two things. 1. the head gasket is blown internally allowing for compression to bypass into the oil sump. or 2. the rings are worn out or on wrong allowing the compression to leak into the oil sump
If you take it to a good dealer like they can perform a leakdown test and tell you very quickly what the problem is.
It might be worth purchasing a couple head gaskets and check. good luck

SOURCE: engine revs up and down, improves when choking half way

Sounds like to me that your governor may need to be adjusted. Too much detail to explain here as to how to do it.

A dealers technician can fix that in 5 minutes if he knows what he's doing.

SOURCE: Kohler 17.5 command. will not start

The woodruff / flywheel key is likely partially sheared. Pull off the air housing, remove the starting clutch, to get to where you can see the flywheel key. I bet you will find that the key has distorted. Easily replaced once flywheel is pulled. Make sure to use the correct key when replacing it.

Won't rev.

Check and make sure you don't have a crack in your fuel hose. After time, the rubber fuel hose gets hard and can develop hairline cracks allowing air to mix in with the fuel going to carburetor. That usually causes a very lean condition and the engine does not want to run when the choke is off. I would recommend replacing all fuel hoses and fuel filter. Home D has a nice universal replacement kit for a good price. If your blower also has a primer bulb, replace that as well.

Engine surges won't run with out choke and then it stalls

If the engine surges and won't run without choke it is starving for fuel. Best place to start is the fuel filter. After the fuel filter, pull the fuel line off of the carburetor and place a container under the fuel line to catch the fuel. Crank the engine over and watch for the amount of fuel being pumped through the line. There should be a good stream of fuel with each pulse from the pump. Chances are the pump diaphragm is getting weak and it cannot keep enough fuel in the carb to run proper. Check those items and let me know if it helps, Daniel.

On the carburetor got two screws to adjust the carburetor. The first is to adjust the saw when working at high speeds. Another is when running at low revs. It is best to either put back for about 1.5 cycle of the maximum of the end of the rotation of the screws. If then the saw starts, then you can adjust it fine at higher revs (H), then at low (L). Have can be minimum screw that stops the chain.

I would check the jetting by the color of the plug. If it's black, go smaller main. If it's white, go larger on the main. If jetting won't cure it, it probably has a crank seal out. My kid used to race these, and he blew out a crank seal trying to start it with the wash plug in the exhaust. Did the same thing as you're describing. Good luck!
