Yes it could be timing except for the fact that the dipstick is blowing out. I would look at one of two things.
1. the head gasket is blown internally allowing for compression to bypass into the oil sump.
2. the rings are worn out or on wrong allowing the compression to leak into the oil sump
If you take it to a good dealer like www.arcolawn.com they can perform a leakdown test and tell you very quickly what the problem is.
It might be worth purchasing a couple head gaskets and check. good luck

Sounds like to me that your governor may need to be adjusted. Too much detail to explain here as to how to do it.
A dealers technician can fix that in 5 minutes if he knows what he's doing.

The woodruff / flywheel key is likely partially sheared. Pull off the air housing, remove the starting clutch, to get to where you can see the flywheel key. I bet you will find that the key has distorted. Easily replaced once flywheel is pulled. Make sure to use the correct key when replacing it.
