Look at the IR emmiter "eye" on your remote thru your Cell phone camera. You can tell if the remote is constantly emitting a signal.

When I put the batteries in the remote it would turn the tv on,I followed the directions for putting the code in and after doing that it won't even turn the tv on.

I've not had much luck with "provided" codes, probably because there are just so doggoned many TV models out there. Most remotes have instructions on how to let the remote itself find the code. I found the manual online
(http://tv.manualsonline.com/manuals/mfg/ge_appliances/24991.html). Adapted from the manual:
1. Make sure you have batteries correctly inserted in the remote.
2. Turn ON the TV manually.
3. Press and hold the SETUP button until the red indicator stays on, then release the SETUP button.
4. Press and quickly release the desired mode button [TV, in this case]. The red indicator blinks off once.
5. Press the CHANNEL UP button repeatedly (up to 300 times) until the device to be controlled changes channel. The red indicator blinks off with each button press.

Code Search starts from the currently stored three digit
number under that mode. Sometimes the first code that "works" with your device may only allow limited functionality (e.g. the MENU button might not work).
There may be a code that performs more functions.
Continue the code search process until the best code is
found.
Press the DOWN button to backtrack through the library
until the device changes channel. Pressing
CHANNEL UP changes direction to forward
again.
6. Press and release ENTER to install the code.

Start taking your laptop apart piece by piece and test it after each removed component:
1. Remove the hard drive and test the laptop.
2. Remove the DVD drive and test the laptop.
3. Remove the wireless card and test the laptop.
4. Unplug the display panel from the motherboard/video card and test the laptop.
etc....
Continue taking it apart until you have only three major components connected: motherboard (with video card), processor, and memory. If you still experience the same problem, most likely it's bad motherboard.
By the way, before you start, try reconnecting the memory module. If you have two modules installed, try removing them one by one and test the laptop with each one separately.

It sounds like a switch problem inside the TV if you have already tried removing the remote batts. Try replacing the switches behind the push buttons on the front of the TV. Also, if glass cleaner or some other foreign substance has run down the front of the screen and into the set, this can cause switches to short out and cause this problem. The part number for the switches is 23145227. Thanks for using fixya.

Front panel controls are unresponsive

Check volume up switch in front panel locked continuously. If it is not take away the remote control from the TV or remove the battery in the remote. Because maybe the remote continuously sending volume up commands. Rarely this type problem occurs through remote control also. Even problem is not sorted there is problem in EEPROM ic (memory ic). This can be sorted out by the technical persons only. I hope this useful to you.

Toshiba TV Remote Control not working

I have been seeing a lot of Toshiba remote "eyes" (the infra-red receiver inside the TV) fail recently. If several known good remotes cannot control the TV then the IR receiver will have to be replaced. If you have no experience soldering and unsoldering PC boards then have a qualified tech handle it for you.
