GAIN ACCESS TO THE FAN IN THE FREEZER(EASIER SAID THAN DONE) AND INSPECT THE FAN BLADE AND FAN SHROUD. HAVE REFRIGERATOR TURNED OFF AND MANUALLY ADVANCE FAN BLADE. WATCH FOR SLIGHT CONTACT BETWEEN THE FAN BLADE AND OTHER OBJECTS NEAR IT-ELECTRICAL WIRING, FAN SHROUD, ICE CYCLE,ETC. ADJUST FAN BLADE OR OBJECT TO INCREASE CLEARANCE.

SOURCE: Freezer and frig is not working
I would start by pulling it out, removing the lower back panel, and see if the compressor is running. It is the black ball on the left side. If it is not running, check voltage at the two wires at the compressor. If there is voltage, try a new overload/relay kit. If there is no voltage, try a thermostat. If the compressor is running, check the evaporator behind the rear freezer panel to see if it is frozen solid, if it is, replace the defrost timer.

if you take the back panel of the freezer out you can get to the condenser fan they do have a habit of going bad and actually having the fan and shaft move forward on them usually when you start hearing the noise it is not long before it goes out completely.

That sounds like the start relay is buzzing. Unplug and lets check the compressor to see how hot and if too hot to hold your hand on the top of compressor we need to leave it unplugged until we find out if the start relay, start capacitor, overload or if the condenser fan stops after running a short while.
