PXE (pronounce Pixie) is an agent used to boot on to the network.
It's using the DHCP protocol to localise a server where the image of the OS is located
If, for any reason, the hard drive is not seen the computer will attempt to boot on the network controller.
This can be caused if the hard drive is missing, unplugged or corrupt, or simply by not having the boot order configured correctly.
When you start your laptops, press F2 repeatedly until you enter the bios set up, navigate to the boot order and make sure that the hard drive (sometimes listed as HDD....) at the top of the list.

That means the start up files on your computer are already corrupted. You may need to reinstall the operating system. You need an operating system disc for this to work.
Warning: Reinstalling the operating will wipe out everything on the hard drive, so if you need some help in backing up your files, either buy an external enclosure and back up the data on your other computer, or contact a local technician.
1. Go to BIOS setup at the time of booting by pressing F1 or F2 or Del Key. Select the first boot device as HDD. Also check whether HDD has been detected. Save and restart the system. (If not detected then check it with technician.) 2. If still not booting, if you don't have any data required on the HDD then try using recovery CD and boot through it to restore your OS to the manufacturers default. 3. If you dont have much idea about these process better handle take help of service engineer.
Usually the operating system is on a separate partition especially for reinstallation when things go pearshape.
Some models used the SHIFT 0 when booting up to get to the windows installation. If you have deleted ALL partitions and reformatted then you have a real problem. Call DELL if you have not deleted partitions and find the specific s]sequence of accessing the partition for your model.

As ur sister has a branded machine u must hav got a Operating System CD-ROM with it for backup.(in ur case it must be vista)
if u hav the cdrom then turn ur system on just put the cdrom into the drive and let it do what follows.
It may ask u abt where to install ur OS(means which partition)
just select the desired partition and many other simple questions which u can easily answer incase u hav any problem I am always there.
