SOURCE: fuel leak
This part is a vent solenoid to the EVAP system. The solenoid is controlled by the PCM & vents fuel vapors to the charcoal canister. If fuel is leaking here you should first make sure your vent in the gas cap is not clogged.This could cause a vacuum in tank & possibly lead to your problem, or the solenoid may have been damaged when the tank was removed & replaced.

SOURCE: if the fuel filler neck dosent seem to be damage or have loose connections,but if you touch the rubber part of it an ash kind of black substance is left on your hands.could it be leaking through this
its possible that your filler neck is porous and is the problem(rare). while filling have you looked under to see where the leak is coming from. the ash substance happens on a lot of rubber parts as the environment begins to break down the rubber.
